The Imperial City is divided into several districts. Each has specific inhabitants who can help you on your adventures or houses special places like the player run market or the Arena.
-
The city map
Imperial Palace
At the heart of the Empire, the White-Gold Tower touches the sky.
The Imperial Palace stands as the seat of power and symbol of Imperial unity. Its gleaming spires and guarded halls hold centuries of history, triumph, and intrigue. All roads in the city lead here, where decisions shape the fate of nations.
Arboretum
Among the statues of the Divines, nature and reverence entwine.
The Arboretum is a serene district devoted to contemplation and worship. Statues of the Nine Divines rise among gardens and fountains, offering solace to pilgrims and travelers alike. Though peaceful, it stands ever watchful in the shadow of the Tower.
Arena
Steel sings and crowds roar where glory is won and lost.
The Arena District has long been a place where warriors prove their worth before roaring stands. Champions rise and fall beneath the gaze of thousands, their deeds immortalized in song and wager. Even in quieter times, the sands remember blood.

speak to Owyn to test your mettle.
Features the Arena Crate and Akaviri Crate,
rewarding true champions of combat.
Market
Where fortunes are made, and purses grow light.
The Market District has always been the beating heart of commerce in the Imperial City. Traders from every province gather here to peddle their wares, from exotic spices to rare enchantments. Its lively plazas and crowded stalls are a crossroads of cultures and coin alike. This district is also home to the player run market.
The Market District
The Market District. Bustling center of commerce
where players operate their own stalls.
Take Ravirr’s daily investment quest,
learn your first Shield Skill from
Viator Accius at Stonewall Shields,
and visit Beric for brewing barrels.
Elven Gardens
Grace and order flourish where stone arches meet flowering vines.
Once a tranquil residential quarter for scholars, merchants, and minor nobles, Elven Gardens remains a peaceful enclave amidst the bustle of the Imperial City. Its tree-lined streets and elegant homes evoke a quieter era of refinement. Many travelers choose to rest here before venturing deeper into the city.

Temple District
Where faith meets stone, and history was forever changed.
The Temple District is home to the Temple of the One, sacred heart of the Empire’s spiritual life. Here emperors were crowned, prophecies fulfilled, and destinies altered. Pilgrims still walk its ancient paths seeking blessings and guidance.

to those seeking redemption.
Prison
Beneath the stone walls, whispers echo through the cells.
The Prison District holds the Imperial Prison, a grim reminder of the Empire’s authority. Few enter these gates willingly, and fewer still leave unchanged. Tunnels and forgotten passages lie below, where shadows gather and secrets linger.
Arcane University
Where knowledge shapes reality, and the air hums with power.
The Arcane University is the pinnacle of magical learning in the Empire. Mages from every corner of Tamriel study within its walls, unlocking secrets both wondrous and dangerous. Its towers shimmer with arcane wards, guarding knowledge as much as it reveals it.
The Arcane University
The Arcane University. Seat of magical study.
Take Julienne Fanis daily alchemy quest,
or learn your first Destruction Skill
under Merndil’s guidance.
Waterfront
Salt air and secrets cling to the docks.
The Waterfront is the gateway to the Imperial City, welcoming merchants, sailors, and wanderers from afar. Its wooden piers creak with life, from honest traders to those who prefer the shadows. Many first steps into the city begin here.
