NPCs
At the Imperial City
Agronak gro-Malog

The Gray Prince, born in shadow, risen through blood.
Agronak is the reigning Grand Champion of the Imperial City Arena, renowned for his unmatched strength and solemn demeanor. His presence dominates the Arena, inspiring both awe and fear in would-be challengers. Those who seek to rise through the ranks will ultimately have to face him in the sands.
Astaron Septin

“Mortals fear the night because they do not understand what waits within it. I once feared it too… until I became part of it.”
Astaron Septin resides deep within a hidden crypt, surrounded by stone coffins and flickering candlelight. Pale-skinned, red-eyed, and clad in fragments of the legendary *Lamae Song* armor, he speaks with unsettling serenity about the nature of blood, death, and power. Unlike the Priest of Arkay, who offers costly cures to those touched by vampirism, Astaron offers something far more permanent — *transcendence through undeath*.
Approaching him allows adventurers to abandon the cure and instead fully embrace the path of the vampire. He claims there is no shame in transformation, only cowardice in running from it. None who have accepted his offer have ever returned seeking the priest again.
Aurelius Blackthorne

“Hope is not a luxury. It’s a weapon — if you know how to wield it.”
Aurelius Blackthorne stands beside Valerius in the covert meeting room, marked by a quiet intensity and a noble bearing that hints at high birth or former rank. Though he speaks little for now, his presence suggests strategic resolve and a cause worth keeping hidden. He watches passersby with the caution of someone who expects betrayal — or conflict — to arrive sooner rather than later.
Beric

“A good brew can warm hearts, loosen tongues, and fill purses.”
Beric runs a modest but well-stocked stall in the Market District, catering to alchemists, tavern keepers, and aspiring brewers alike. He is known for supplying finely crafted brewing stations—specialized equipment used to create unique drinks and potent concoctions. Many consider him the quiet backbone of the city’s taverns and apothecaries.
Boatsman

“You’re free now. Where you go next… that’s your path to choose.”
The Boatsman is the first guide encountered after completing the prison escape tutorial. Found on a quiet riverbank with his modest craft and a travel lantern, he offers new adventurers passage away from their past and toward the unknown.
By speaking to him, players are transported to a random location somewhere in the world, marking the beginning of their true journey. Though his origins are unclear, his weathered clothing and calm demeanor suggest a life spent on the road — or perhaps the river. He offers no grand speeches, only quiet freedom and the first push into a wider world.
Clalvus

“Patience earns the catch. Panic scares the fish — and the weak-hearted.”
Clalvus is a fisherman who can regularly be found working the docks of the Waterfront, hauling in daily catches with steady precision. Gruff but not unfriendly, he believes in honest labor, patience, and the pride of earning one’s keep “hook by hook.” Known for his practical outlook, Clalvus often offers blunt advice to passing adventurers — whether they asked for it or not.
He occasionally becomes involved in local disputes concerning the superiority of different animal companions, where his grounded, loyal nature typically guides his stance — though what side he takes depends greatly on who he believes shows true dedication.
Concealed Stranger

“...”
The Concealed Stranger was once a mysterious figure who appeared without warning in hidden corners throughout the Imperial City. Wrapped in muted attire and rarely speaking, he accepted various offerings from players as part of a long-running community challenge. Among these were vast numbers of resources — most notably *1,000 keys* of a specific kind.
When the final key was delivered, those who had contributed were rewarded with a rare egg which, if properly nurtured upon a specific block, would eventually hatch into one of several dragonling companions.
With his purpose fulfilled, the Stranger has ceased his elusive wanderings. He now sits quietly in the Arena stands, watching the battles below without a word — as if content to observe what becomes of the champions in a city he once led its people to unite in purpose.
Ernest Manis

“Empires rise, falter, and rise again. Stone shifts, banners change… but the people? We endure. That’s where the real Empire lives.”
Ernest Manis is the proprietor of The Foaming Flask, a well-kept inn nestled in the Talos Plaza District. Calm, observant, and disarmingly grounded, Ernest has the quiet confidence of a man who has watched more than one storm pass through the Heartland. He speaks often of “troubled times” and “the shifting pulse of the Empire,” yet reassures patrons that the Imperial spirit will adapt, survive, and shine again — as it always has.
He appears well connected, regularly visited by Imperial officers, merchants, and cloaked figures who speak in hushed tones. Although he speaks in generalities, there are moments where his gaze lingers just a little too long, as if weighing whether a traveler is ready to hear more. Some claim Ernest knows of a hidden current beneath the Empire’s surface — though whether it is political, mystical, or something else entirely remains uncertain.
Faendul

“Precision is honesty. The arrow never lies — only the hand that looses it does.”
Faendul is a Bosmer archer who spends much of his time practicing at the makeshift archery range along the Waterfront. Calm and sharply observant, he prefers action over argument and often gauges others by how they handle a bow rather than how they speak.
Though typically reserved, Faendul becomes notably opinionated during certain local disputes — particularly those concerning the merits of different animal companions. When tensions rise, he proves more than willing to take a side, claiming that an archer’s chosen companion reflects their spirit.
Imperial Guard
Julienne Fanis

“A coin for a kind soul? Or perhaps… a small favor?”
Julienne Fans resides in the Arcane University, though she isn’t formally affiliated with the scholars there. Street-smart and resourceful, she’s always on the lookout for willing adventurers to help her track down useful odds and ends scattered across the city. You can speak to her to hear what she's looking for, in exchange for modest rewards and goodwill.
Lucius

“Orders change. The watch remains.”
Lucius is a disciplined Imperial Legionary frequently seen seated at one of the Foaming Flask’s corner tables, still partially in uniform even while off-duty. Stoic and dutiful, Lucius speaks little unless addressed, preferring to observe the room with quiet vigilance. Known among regulars for his unwavering loyalty to the Empire, he believes that order — like armor — must be maintained and polished daily.
Luther Broad

“Luther Broad’s Boarding House. I’m Luther. You want beds or beer, see me.”
Luther Broad runs the boarding house that bears his name in the Elven Gardens District. Though no rooms are currently available for lodging, he still welcomes visitors with a straightforward offer: one mug of ale, free of charge, each day. His quiet demeanor and steady presence have made his establishment a favored stop for those seeking a moment’s rest away from the bustle of the city.
Merndil

Altmer grace wrapped in Cyrodiilic arrogance.
Merndil can often be found in the courtyard of the Arcane University, observing those who pass through with a mixture of curiosity and quiet judgment. Known for his refined manners and lofty opinions, he offers to share his magical knowledge with those who have proven their worth by acquiring a staff of destruction. His instruction is as sharp as his tongue, and few leave his tutelage unchanged.
Octarian

“My duty is to see passengers across the water safely. Storm or calm — the Empire moves forward.”
Octarian serves as the captain of a transport vessel stationed at the Waterfront. Clad in a tailored officer’s coat reinforced with light armor, he carries himself with the quiet confidence of a seasoned navigator. Whether in rain or shine, he remains at his post, offering passage to travelers seeking to reach other parts of the city or return from distant docks.
Though polite and composed, Octarian’s disciplined demeanor suggests a background in Imperial naval service. He speaks of his role not merely as ferry work, but as a contribution to the stability and movement of the Empire itself. Those who travel with him often remark on his calm reassurance — even when the skies grow dark and the waters restless.
Owyn

Steel, sweat, and the roar of the crowd — that’s his world.
Owyn serves as the Blademaster of the Imperial Arena. He is the one you speak to in order to register as combatant and begin your climb through the Arena ranks. Gruff but fair, he respects skill and courage above all else, guiding fighters toward glory or a quick death beneath the roar of the crowd.
Palonirya

“Well, my dear, good business and fashion sense is what brought you back.”
Palonirya is the proud proprietress of **Divine Elegance**, a renowned boutique nestled in the Elven Gardens District. Known for her sharp wit and impeccable taste, she offers a carefully curated selection of refined attire for those who wish to present themselves with distinction. Her collection includes elegantly tailored hats, boots, leggings, and chestpieces in both male and female styles, ensuring that every citizen may look their best — provided they meet her standards.
Those unfamiliar with the ways of attire and presentation in the Imperial City would do well to acquaint themselves with the customs described in Cosmetics.
Priest of Arkay

“Arkay teaches us that all must face death in their time. But if you wish to keep yours... postponed, a donation would be most appropriate.”
The Priest of Arkay presides over the sacred shrine dedicated to the God of Life and Death in the Temple District. While he performs traditional rites of passing and offers blessings for those seeking spiritual protection, he is best known for his ability to cure the early stages of vampiric infection—provided, of course, that the afflicted can meet his “recommended donation.”
Though outwardly calm and devout, his attitude suggests a practical view of devotion, where faith and coin go hand in hand. Adventurers often speak of him with a mix of gratitude and quiet annoyance, knowing full well they may return again should the curse of vampirism strike once more. Some whisper that he secretly hopes the vampire threat never truly vanishes, as it keeps business steady.
Ra'Virr

“You may call this one Ra’Virr. Will you invest in Ra’Virr’s trade?”
Ra’Virr is a Khajiiti merchant whose silver tongue and sharp instincts have made him a familiar figure in the Market District. Ever seeking new ventures, he offers opportunities for those willing to entrust him with their coin. Investments with Ra’Virr are known to bring modest profits on most days… though fortune, like merchants, can be fickle.
Rondir

“Ah, greetings! Looking to harness the power of destruction magic, are you? You’ve come to the right place.”
Rondir is an Altmer mage who runs a well-regarded stall in the Market District. With the poise and confidence typical of his kin, he offers finely crafted staves imbued with the powers of fire, frost, or lightning. His keen eye for magical potential often leads him to direct promising buyers toward Merndil at the Arcane University for further instruction.
The Adventurer

“Well met, Adventurer! Have you come by tales worthy of mention?”
The Adventurer is a seasoned wanderer who makes his home in a quiet corner of Luther Broad’s Boarding House. Ever eager to hear of great deeds and curious exploits, he recognizes those who have distinguished themselves through their journeys across the land. As new accomplishments are achieved, he grants access to unique attire and accessories — tokens inspired by the roles and garb of Tamriel’s many folk.
Those wishing to learn more about these special garments and their use may consult the Cosmetics page.
Titus

“A warm meal, a calm night, and no alarms at the gates. That’s all a soldier can ask for.”
Titus serves alongside Lucius in the Talos Plaza patrol rotation. More easygoing than his companion, Titus enjoys a meal and mild conversation after a day’s work, often chatting with travelers about rumors from other provinces. Though loyal to the Legion, he shows a more human side than Lucius, occasionally admitting concern about the uncertain future — though he always ends with faith that the Empire will endure.
Urbul gro-Orkulg

“Small blades are for cowards. A real warrior swings something that makes the ground shake.”
Urbul gro-Orkulg is a blacksmith operating a rough, open-air forge at the Waterfront. An imposing Orc with a booming laugh and a hammer that looks more like a weapon than a tool, Urbul prides himself on crafting *“sturdy weapons — BIG ones.”* He spends his days forging brutal two-handers and dealing with anyone strong (or foolish) enough to work with him.
Adventurers can bring him ores in exchange for daily rewards, as he claims only “fighters who bleed for their steel” deserve his work. He also offers a **one-time purchase of a powerful two-handed weapon**, said to be modeled after those used by his Arena idols. While Urbul doesn’t work in the Arena himself, he speaks of it often, insisting that “a warrior’s heart beats truest beneath cheering crowds and flying blood.”
Valerius Cassian

“Every stone in this city casts two shadows — the one you see… and the one you don’t.”
Valerius Cassian is found deep within a secluded storage chamber beneath the Imperial City, standing over a table bearing a detailed map of the districts. Calm, calculating, and sharply spoken, he gives the impression of a man who sees patterns where others see chaos. Though he currently offers only a polite greeting, it’s clear he is involved in clandestine planning tied to ongoing tensions within the Empire. Whether he serves the Elder Council, a loyalist resistance, or a faction operating in the shadows remains unclear.
Vitur/Viator Accius

“Stonewall Shields. We specialize in shields. Viator Accius, your servant.”
Viator Accius is the proud proprietor of Stonewall Shields, a long-standing shop in the Market District known for its craftsmanship and reliability. His courteous manner and clear dedication to his trade have earned him a respected place among the city’s merchants. Those who seek his wares are granted a rare opportunity to commission a finely crafted shield, tailored to endure both battle and time.
Virentus Direnni
Vorir Nerano

“Cats are clever. Dogs are loyal. Guars are profitable — if you know how to keep them from eating the customers.”
Vorir Nerano runs a modest yet peculiar pet shop at the Waterfront, selling everything from common house cats and faithful dogs to stranger creatures brought in by sailors. A quiet Dunmer with sharp eyes and sharper instincts, Vorir claims to “match souls with companions” rather than simply sell animals.
Some customers love him for his empathy toward creatures; others whisper that he once trained beasts for something less innocent than companionship. His business often entangles him in small disputes — particularly when rival customers seek to prove whether cats or dogs make the “superior partner.”
At the Forward Camp
Corrundus Caro

“Discipline isn't just about battle. It's about forging yourself, piece by piece — like a weapon.”
Corrundus Caro is the commanding officer stationed at the Forward Camp, where new soldiers and wandering adventurers are often tested in their usefulness to the Empire’s cause. Seated confidently at his campaign table, he provides newcomers with three tasks around the camp, each aimed at strengthening its defenses and logistics.
Successful completion of each task earns a reward, but Caro offers an additional incentive for those who complete all three: a valuable **motif** — a craftsman’s manual containing measurements, construction insights, and stylistic secrets. By studying a motif, players unlock the knowledge required to forge equipment in a specific style.
Corrundus oversees weekly motif distribution tied to the **Trainee Set**, encouraging adventurers to return to the camp’s nearby crafting stations and develop their skills through practice and discipline.
Decentius

“Storm took the whole shipment under. Crew made it back—cargo didn’t. If we don’t recover it, the camp suffers.”
Decentius oversees incoming supplies for the Forward Camp, coordinating shipments and ensuring the troops remain well-stocked. Recently, one of the camp's key transport vessels sank offshore during a violent storm, leaving valuable cargo scattered across the seabed. The crew survived, but the supplies did not.
He tasks capable adventurers with diving to retrieve the lost goods, rewarding them for their efforts in restoring vital provisions to the camp. Although not a warrior, Decentius understands the importance of logistics in any campaign and respects those who help prevent the camp from grinding to a halt due to shortages.
Marcellus

“They breed fast and spill out onto the road. Smash the nests—three a day keeps them from overrunning the camp.”
Marcellus is stationed just beyond the Forward Camp’s perimeter, positioned at the entrance of a cave infested with spiders. As part of the camp’s defensive efforts, he assigns adventurers to destroy the spider egg clusters within, helping to prevent the creatures from multiplying and threatening supply lines and patrol routes.
Committed to keeping the surrounding area safe, Marcellus treats the infestation as an ongoing battle rather than a one-time task. Those who assist him daily earn both his respect and practical rewards, contributing to overall camp security and proving their reliability to Commander Corrundus.
Polus

“Got any arrows on you? I’m… slightly low. Again.”
Polus serves as one of the Forward Camp’s archers and perimeter sentries. Though competent with a bow, he has an unfortunate habit of running through his ammunition faster than expected — especially during frequent scouting skirmishes. As a result, he often asks passing adventurers to resupply him with arrows, typically requesting either a stack of standard arrows or a smaller number of spectral ones, depending on current threats.
While not officially ranked, Polus is valued for his vigilance and accuracy. Keeping him equipped ensures the camp remains protected, and those who assist him are rewarded for maintaining its defenses in subtle but critical ways.
