You can speak to her to hear what she's looking for, in exchange for modest rewards and goodwill.

Luther Broad runs the modest **Luther Broad’s Boarding House** in the Elven Gardens District. While his establishment serves travelers and locals alike, its quiet corners and back rooms have hosted their share of intrigue. Those who know the city’s undercurrents often pass through his door.

Merndil

Merndil is an Altmer resident of the Elven Gardens District, known for his refined manners and lofty opinion of himself. He sees the Imperial City as a stage upon which cultured folk like him should shine, often looking down on others with barely concealed disdain. Still, his presence reflects the cosmopolitan character of the capital.

Owyn, Blademaster of the Arena

Owyn serves as the Blademaster of the Imperial Arena. He is the one you speak to in order to register as combatant and begin your climb through the Arena ranks. Gruff but fair, he respects skill and courage above all else, guiding fighters toward glory or a quick death beneath the roar of the crowd.

Palonirya

“Elegance has a price, and she’ll make sure you pay it.”

Palonirya runs **Divine Elegance**, the premier clothing boutique in the Market District. She caters to nobles, mages, and anyone who wants to look their best, often with a mix of charm and shrewd business sense. Her fashions are as famous as her sharp tongue.

Ra'Virr

“Khajiit has wares… especially if you have coin.”

Ra'Virr is a Khajiit merchant in the Market District, dealing in enchanted weapons and curious trinkets. Though outwardly friendly and smooth-talking, he’s known to dabble in items of questionable origin. Adventurers often find his stall stocked with exactly what they didn’t know they needed.

Urbul

“A warrior’s heart beats strongest beneath the Arena sands.”

Urbul gro-Orkulg works in the Arena Bloodworks, assisting with the daily routines of the fighters. Gruff but loyal, he’s part trainer, part caretaker for the would-be champions of the ring. His booming voice can be heard echoing through the stone halls before every match.
